Assembly Bill 52 expresses the intent of the Legislature that the governing board of the Compton Unified School District be returned its designated legal rights, duties, and powers. This can occur only after the board and the school district demonstrate significant improvement in five (5) areas, including pupil achievement, financial management, facilities management, personnel procedures, and community relations. The bill requires the Fiscal Crisis and Management Assistance Team (FCMAT) and the state-approved administrator to conduct comprehensive assessments and recovery plans by December 31, 1998, in these five (5) areas.

Enclosed is a copy of the draft Request For Applications (RFAs) and Standards. These standards were developed with the assistance of recognized experts in each of the five (5) areas as well as the review of established professional documents relating to the standards. You have been selected to assist FCMAT because of your expertise in one or more of the standards and your interest in the Compton Unified School District. FCMAT is requesting that you review one or more topics under the standards and provide any comments or suggestions for change. These standards are intended to be a threshold only, and each vendor or agency that is selected to participate with FCMAT is expected to provide additional professional and legal standards to measure. We have a short period before finalizing these standards and would encourage your review and timely response. FCMAT has set January 30, 1998, as the RFA distribution date.
