Publication of Public Hearing and Public Inspection of Proposed Budget (All Districts)

 

Education Code Section 42103 requires the governing board of each school district to hold a public hearing on the proposed budget for that district. The public hearing shall be held any day on or before July 1, but at least three days following availability of the proposed budget for public inspection.

The county superintendent of schools is required to publish in a newspaper a notification of dates and location of the public hearing. The publication of the dates and location shall occur no earlier than May 15, but not less than 10 days prior to the date set for hearing.

In order that this office can comply with this provision, the attached form should be returned no later than May 15, 1998.

PERS Employer Rate Decrease

Effective with the July 1998 payrolls, the employer rate for PERS will be changed. The new rate will be 0.000%. This is a rate decrease of 6.033% when compared to the current rate of 6.033%.

1996-97 Salary and Benefits Schedule, Form J-90

SUBJECT: 1996-97 Salary and Benefits Schedule, Form J-90


Enclosed is Form J-90, instructions and software for reporting the 1996-97 certificated bargaining unit salary and benefits data. As you will note, School Services of California (SSC) is the contractor who created the software for entering the J-90 information and which produces the data disk for processing by SSC and the California Department of Education. If you are unable to use the software on your system you may come to District Advisory Services and use one of our computers. SSC is encouraging all districts to use the software this year. Please mail the data disk to:

The due date for the completed Form J-90 or the generated data disk is July 1, 1997. At the time you send the form or disk to SSC, please send a hard copy to the Office of Kelly F. Blanton, Kern County Superintendent of Schools, Attention: District Advisory Services.


In the event the current year's certificated salary schedule negotiations are not settled, complete the J-90 form based on the schedule paid as of June 30, 1997.

Enclosed is the 1997 DOS version of the J-200 software and the software user guide, instruction manual, calendars and other miscellaneous information for financial reporting requirements.

The 1997-98 adopted budget and the estimated 1996-97 actuals are due to the county office no later than July 1. The following additional documents should be included as delineated below:

c. Technical Review Checklists (J-2TR/3TR)
d. Table of Contents
e. J300S and 200S - Summaries of interfund transfers
f. J200A - ADA recap and projections
g. J201 - General Fund budget document
h. J201RL (budget side only)
i. J201SE (budget side only)
j. Special funds budget documents
k. Summary or in-depth Criteria and Standards review for general fund and the following special funds:

 Adult (J202)

 Building (J216)

 Cafeteria (J203)

 Capital Facilities (J217)

 Child Development (J204)

 Lease-Purchase-State School (J218)

 Deferred Maintenance (J205)

 Special Reserve, Capital Projects (J219)

On-line districts: Submit one copy of Pertaine and applicable J200 forms to District Advisory.
Off-line districts: Submit one copy of State forms to District Advisory.

Please note the changes to the software such as new forms, deleted forms and changes in preparing the Criteria and Standards. Also, take note of the beginning balances that must be used for Fund Balances and Long-Term Debt Balances.
