FCMAT Teleconferencing Project Update
A number of events have transpired since our last "Update." Over the past several months, we have alluded to the possibility that COE sites may need a permit or perhaps even a conditional use permit to install the 12' downlink dish called for in the FCMAT Teleconferencing Project. As it is turning out, the vast majority of sites do need a permit to complete the installation. This has caused another delay in the project schedule. The delay has come about due to the time required for the downlink installation subcontractor (Burke Enterprises) to inquire, submit, and obtain the permits, where necessary. In addition, further negotiations have been necessary between the principals involved in the project.
Out of our negotiations has come an agreement for a new project completion date. We have an understanding with COMSAT RSI that they will complete twenty (20), or more, new installations within the next forty-five (45) days. If they are successful in accomplishing this, we will give them an additional forty-five (45) days to complete the rest of the sites. If they are unsuccessful in completing the first forty-five (45) day requirement, we will look for a new vendor.
With all of that said, we are moving the project ahead as rapidly as possible. The next sites to receive their downlink installation are those that either do not require a permit, or the permit can be immediately obtained. Those COE sites are scheduled as follows:

COMSAT RSI and / or Burke Enterprises will call you in advance to discuss the details for their installation visits.
As additional permits are obtained, a new schedule will be formulated and we will get this information to you. The Kern County Superintendent of Schools Office will be working closely with those sites that are requiring a conditional use permit.
We are asking those sites that are using a pole mount to call Ken Richter (805-636-4809) or Larry Ciecalone (805-636-4755) once you are ready (have your permit in place, engineering completed, pole in position, etc.) for KCSOS to do the connectivity, testing, and sign-off on your system.
