ADA Apportionment Strategies Workshop

This course goes several steps beyond basic training in attendance accounting procedures. The focus is on a coordinated effort by district policy makers and staff to improve apportionable attendance. Implementation of the district-wide program will encourage students to attend school and strengthen the ability of your agency to claim all eligible ADA as a result of improved attendance.

Attendance Accounting

The focus of this workshop will be on site-level attendance accounting. Topics include building blocks of attendance accounting, regular K-12 site attendance procedures, complications, legislative update, and advanced problems. The workshop is designed to be of greatest benefit to regular K-12 school site attendance clerks and administrators. At least one district-level person responsible for attendance accounting should also attend in order to strengthen their overall understanding of the attendance collection process at the site level.

Fiscal Implications of School District Reorganization Workshop

School district reorganization -- unification, unionization and even de-unification (or breakup) -- is becoming more popular recently due to financial incentives, changes in demographics and the desire for local control. Special emphasis is placed on calculating the new base revenue limit for the reorganized district, since this provides the only new state aid for the new district. By discussing all relevant issues for differing reorganization configurations, this workshop will help you evaluate both whether the reorganization can be approved as well as whether it should be attempted.

This workshop is co-sponsored by School Services of California, Inc., and Fiscal Crisis and management Assistance Team (FCMAT), and co-presented by Paul Goldfinger and Christy White.

Fiscal Management of Categorical Programs

This workshop presents a comprehensive course on fiscally managing categorical programs (grants and entitlements) from the viewpoint of the business office. Particular emphasis is placed on the sources of categorical programs, categorical budgets, budget monitoring, internal controls, applicable laws and regulations, accounting, the J-390, time-reporting requirements, and audits of categorical programs. The workshop is intended for individuals involved in the fiscal management of categorical programs, including chief financial officers, business managers, categorical project directors, staff accountants, and categorical project staff.

Legal Aspects and Hands-On Accounting for Student Body Organizations and Booster Clubs

Workshop topics will include review and study of the Education Code sections that impact ASB funds; other codes that impact ASB funds (internal revenue, franchise tax, penal); and Accounting Procedures for School Organizations (budget and accounting), published by the California Department of Education (1992).

This workshop is designed for all levels of people involved in accounting for student body funds, including principals, student activity directors, club advisers, student body fund bookkeepers, secretaries, student leaders, and district-level personnel responsible for student body fund accounting.

School Construction Budgeting and Accounting Workshop

School construction accounting has always created concerns for business office personnel. Without proper accounting practices in place, as well as clear communication channels, too many critical tasks can fall by the wayside, ending up costing districts during audits by the funding agency.

This workshop concentrates on two important areas of school construction - accounting for the construction costs during the process, creating a system that will inform the governing board and administration of the importance of facilities planning and maintenance issues - at the same time instilling the importance of an annual capital facilities/maintenance budget.

Year-End Closing

Workshop topics will include developing a year-end closing schedule; reconciling procedures for all cash accounts, inventories, and prepaid expenditures accruing at the year end for receivables and payables, including details on complying with the California School Accounting Manual; accounting for prior-year adjustments; accounting for restructured programs and the J-390, leases, COPs and Mello-Roos, other funds, and interfund transfers; recording components of the ending fund balance; getting ready for audit; and using auditors in the closing process.

This workshop is designed for business managers, accounting directors, accountants, accounting technicians, and all middle-management staff involved in the details of year-end closing.
